The PEO (Professional Employment Organization) service is well developed in the US. Both the client and PEO co-employ the employee, while PEO bears administrative and payroll responsibilities.
The International PEO provides a similar service, it takes care of the payroll, benefits, and employment in a foreign country, while you maintain full operational control. The worker is employed by International PEO only. That's a major difference.
